This is a bug with KDE not properly supporting compiz viewports.  You need to
install a replacement pager:

The second link is a replacement taskbar, since the one in KDE will list all
windows open on every viewport.  To get this one to work you also need to add:

ShowAllWindows=false

to the [General] section of ~/.kde/share/config/ktaskbarrc

And then, after loading those two applets to kicker, you need to restart kicker
with:

dcop kicker kicker restart

Then, if you set the number of desktops to 1, and the horizontal virtual size
to 8, you will get 8 tabs in your pager.

This bug should be closed as invalid.
