This actually affects any full-screen window.  If I make a Firefox window full
screen (e.g. with a keyboard shortcut), then when I go Edit | Preferences the
preferences window comes up behind the Firefox window.  I can Alt+Tab to the
prefs window, but it would be nice if it came up in front.  (As it has the
focus, so I have to Alt+Tab away from the prefs window, then Alt+Tab back to it
to bring it to the front.)
