I can confirm this bug on compiz 0.7.0 as packaged in Ubuntu Hardy Heron, on
Intel X3100 (driver-version: 2.2.0.90-2ubuntu2).

An interesting fact is that with xfwm4 as window manager, there is no problem
to have compositing enabled when rotating. Both metacity and compiz makes at
least parts of the screen to stop refreshing. 

I have no problems with glxgears when rotated.
