I'm using something similar in Gnome, and there's an obvious place to
set the _NET_WM_ICON_GEOMETRY target to: the window list applet
itself.
I'm not sure how to make various providers of _N_W_I_G (say the window
list & a task bar) cooperate, but it's probably been thought of.
My suggestion, like Erkin's, would be to fix the window list applet so
that windows minimise to it, like all the other taskbar/window
list/notification tray icons do.
