"Use Button Halo/Glow" and "Use Button Halo/Glow for Inactive Windows" are two
of the options available in the Emerald Theme Manager at Themes Settings->Edit
Themes->Buttons.

When the button halo/glow is enabled for active windows but _not_ for inactive
windows, title buttons become invisible on any newly created window. The
buttons appear as soon as the window loses focus, but disappear again when it
gains focus.

Minimising or shading a window will cause its title buttons to remain visible
even when it becomes active.

When the button halo/glow is enabled only for inactive windows, or for both
active and inactive windows, the title buttons behave as expected.
