This is a long time standing bug: When you define the shadow radius and
intensity in Emerald, the value isn't proportional between the windows, menus
and pop-up sign when you over a button.
So, when you set a certain amount of shadow, it gets much darker in the menus
and button pop-up help than for the windows where it's usually much lighter.
Also, the shadow is always stronger on the top of the window or widget than at
the bottom and that looks a bit weird in my opinion.
As a way for you to reproduce this effect, just try to mimic the Mac OS X
shadows (not that I like them, but they are pretty big and give a good view
over the problem).
