I'd like to start encouraging active code review. This is something
that's done in many successful projects, and while it might appear to
do the opposite at first, it will increase our confidence in our work.
And quality.

Simply put: We start commenting most non-trivial patches posted to the
commit list here, on the dev list. The point is to increase awareness
of our code quality.

I intend to do this from now on myself, and I urge everyone to help
out. The goal should be that every non-trivial patch gets reviewed and
commented, killing issues before they manifest and making us all
better at what we do.

This is doubly important for new developers who are often hesitant to
commit their work in case it isn't good enough. But everyone can
benefit from it.
