I've added all the plugins now, with the assignees from the obby
document, complemented by Danny's list, as there were no objections.

I'm still missing assignees for Robert's plugins as he has no bugzilla
account, and ditto for Workarounds. These have been assigned to the
list (this is a bit experimental so excuse any spam this will cause in
the next few moments.)

In the cases of multiple maintainers, I used whatever maintainer
happened to be first on the list as assignee (which incidentally
usually meant Danny, go figure ;) ), and added the other maintainers
as default CC's.

Let me know if I missed anything or it needs adjusting.
