I fully agree here. We already have some text for a How-To-File-Bugs,
but noone has put it up on Bugzilla yet.

I've added the people who I think are the correct maintainers. Please
correct me if I'm wrong ;-)
For those plugins I currently maintain, I updated the obby list.
