[FusionComm] Splash Screens for CCSM

After the Artwork contest, none of the artwork has been implemented anywhere
except on the Web site.
There was a request on the forums for a splash screen for CCSM and Emerald.
I don't think it should be too hard to implement, especially since mainly
bugfixes are being commited.
So can anyone please add one?
