For emerald: Should work out of the box.
For k-w-d: Can be configured in the KDE control center (same as for
kwin).
For g-w-d: Set /apps/gwd/mouse_wheel_action to "shade" in gconf-editor
(assuming you use a version of compiz somewhat recent, either git head
or 0.6.x).
