I don't see why neither of these things are unlikely to appear in
Compiz. The "Workarounds" plugin is already in development, and does
the crazy wine legacy-fullscreen thing. Someone could similarly write a
"simple blur" plugin, same as before.
The point is that these features don't really belong in core if they can
possibly be pushed out to plugins. And if they can't, then you should
go on the Compiz ML and make a case to extend the system so that they
*can*.
One reason to break stuff that works is if, by breaking it, you make it
much easier to do cool stuff later. This was (I believe) the main point
of returning to compiz-core.
